KONZEPT

EUROPEAN NEIGHBOURS entwickelt nachhaltige Jobs für sozial Benachteiligte und Langzeit-Arbeitslose, vor allem aus der Zielgruppe der ROMA in Europa, im Bereich der Landwirtschaft und im Gartenbau, um ein würdevolles und perspektivenreiches Leben zu gewährleisten. Angebaut wird (BIO-) Knoblauch und andere Gemüse- und Obstsorten. In enger Zusammenarbeit mit Universitäten und Forschungseinrichtungen wird stetig an neuen Ideen und Produkten gefeilt.

Anbauflächen - große Brachflächen und ungenutztes Ackerland in ganz Europa - meist im Besitz des Staates, von Kommunen oder der Kirche.

Knoblauch - eine robuste, autarke Pflanze ohne besondere Anforderungen an die Erde oder das Klima - kann in fast allen europäischen Regionen gepflanzt werden - Knoblauchanbau ist sehr arbeitsintensiv und zeitaufwendig.

Markt - Europa ist zu mehr als 90% von Knoblauch-Importen abhängig - 80% der globalen Knoblauchprodukte kommen aus China, trotz der großen Nachfrage ist der Anteil des Knoblauchs, der biologisch und unter menschenwürdigen Arbeitsbedingungen angepflanzt und verarbeitet wird, sehr klein.

Marketing - der Knoblauch soll unter einer Premium-Marke am europäischen Markt angeboten werden. Lokale Verkäufe des Produktes sichern den Teilnehmer ein zusätzliches Einkommen und sorgen für permanente Refinanzierung des Projekts.

Schulung – die Teilnehmer aus den Partnerländern wurden und werden einerseits in Graz bei unserer Partnerschule, der LFS Grottenhof in Graz, und andererseits von EUROPEAN NEIGHBOURS vor Ort geschult. Die Schulungen umfassen den Anbau, die Pflege, die Ernte bis hin zur Trocknung und Lagerung der landwirtschaftlichen Produkte. Gleichzeitig werden die TeilnehmerInnen auch in Hinblick auf Verkauf, Verpackung, Präsentation und Marketing geschult.

ECVET AGENT

Das Hauptziel des ERASMUS+ Projektes "ECVET AGENT" Projektes war die Entwicklung eines Ausbildungscurriculums für Klein- und Kleinstunternehmer in der Landwirtschaft auf der Basis von bestehenden Kenntnissen, Fähigkeiten und Kompetenzen der Zielgruppe der Roma und auch anderer Benachteiligter wie zum Beispiel langzeitarbeitsloser Menschen.

Das Curriculum wurde von 8 internationalen Partnern in 7 Ländern entwickelt und getestet. Ziel ist es mit Hilfe des ECVET-Systems frühere Lernergebnisse der TeilnehmerInnen zu erkennen.

Das ECVET AGENT Projekt verbessert durch ein innovatives Schulungsprogramm die Chancen der TeilnehmerInnen bei ihrer Selbständigkeit im Bereich der Landwirtschaft.

Die TeilnehmerInnen werden zielgerichtet in den Bereichen geschult in denen es noch Potential zur Verbesserung gibt.

Das Projekt hat folgende Ergebnisse geliefert:

1.) Studie betreffend der Bedürfnisse und der Anforderungen der Zielgruppe

2.) Berufsbildungsprogramm für Unternehmertum im Bereich der Landwirtschaft

3.) ECVET-basierendes Anerkennungsverfahren für bestehende Ausbildungen und Lernerfahrungen

ERNE - European Roma Integration good practice exchange and policy network

Europäisches Roma-Integrations-Netzwerk für den Austausch und Empfehlungen guter Praxis Bildungsbereich (ERNE) (Projektlaufzeit: 1.12.2012 – 30.11.2014)

Das Projekt ERNE ist ein Beitrag zur Umsetzung der nationalen Strategien zur Integration von Roma und zielt darauf ab, die Erfolgschancen der Integration in die Gesellschaft zu optimieren. Dies erfolgt durch den Erfahrungsaustausch und die Verbreitung guter Praxis durch ein Netzwerk.

Ziel der Arbeit dieses Netzwerkes ist es, gute Praxis in vier entscheidenden Bildungsbereichen zu analysieren: Der vorschulischen - und schulischen Bildung, der hochschul-, sowie der beruflichen Bildung. Ein besonderer Schwerpunkt wird hierbei auf die Zugänge zu Bildung, die Reduzierung von Bildungsabbrüchen, sowie den Transfer von einem Bildungsbereich zur nächsten gelegt. In einem umfassenden Konsultationsprozess werden Strategieempfehlungsdokumente für diese vier Bildungsbereiche entwickelt. Die Entwicklung dieser Dokumente wird mit der Beteiligung von Vertretern und Vertreterinnen der jeweiligen Zielgruppen, Interessengruppen und politischen Entscheidungsträgern erfolgen.

Auf diese Weise werden wir in den Partnerländern, wie auch auf europäischer Ebene auf den politischen Entscheidungsprozess einwirken und durch Verbreitungs- und Umsetzungsaktivitäten die Bildungsstrategien unterstützen und bereichern.

FAIR FUTURE BIO GARLIC

The cross-national eco-social FAIR FUTURE BIO GARLIC project addresses the large ethnic group of the ROMA people.
Its aim is to contribute to the future well-being of European ROMA families by providing new education and labour opportunities. Intensive collaboration between numerous public institutions, associations, businesses and individual people gives the project broad recognition and a firm footing.

CONCEPTION

EUROPEAN NEIGHBOURS creates sustainable jobs for thousands of social disadvantaged people, especially Roma, in the field of horticulture by planting BIO-garlic and other products of the required crop rotation.

Land – vast areas of fallow land and unused farmland exist
in all over Europe, often owned by public authorities

Garlic - is a robust, self-sufficient plant with no special demands on soil or climate conditions and can be plant in almost all European regions. Growing garlic is very labor-intensive and time-consuming

Market - Europe is over 90% dependent on imports from the garlic market with more than 80% global production coming from China, despite of huge demand the proportion of garlic that is produced organically under humane labor conditions is very small

Marketing - the organic garlic is launched under a common premium brand name on the European market, for food retailers, pharmacy and food industry. Local sales of other products will provide an additional source of income for the participating people and refinance the project

ECVET AGENT

The ECVET AGENT project recognises the potential of entrepreneurship to offer sustainable employment opportunities for Roma jobseekers across Europe. By developing a new and practical VET curriculum in the area of agriculture, EVCET AGENT will build upon the existing skills and strengths of this target group offering pathways towards the creation of new micro-enterprises. EVCET AGENT is an exciting new project that will offer a validated and tested approach to Roma economic integration and make a real contribution to the European Vocational Education sector. All resources and training materials developed as part of this project will be informed by the needs of the Roma community, tested in six European countries and freely available to use through the project website.

The aim of EVCET AGENT is to develop a VET programme fostering agricultural competence together with entrepreneurship training for Roma and long-term unemployed people supporting them to become micro-entrepreneurs.

EACEA roma6plus6 >> 6 municipalities >> 6 topics

The project Roma - six cities - six topics (R-6-6) is centrally dealing with a topic that is one of the major challenges to European societies - migration and intercultural dialogue. The six municipalities that are applying for this thematic network have put the target group of Roma into the discussion focus since it creates a huge challenge for municipalities to provide successful integration approaches and the need for exchange of experiences and thematic discussions is huge. In a number of different events and activities 6 thematic areas will be touched around the integration and support of Roma people from the perspective of a municipality. Economic and social factors will be analysed as well as wellbeing and living, health and education of Roma. During the number of events and discussions possibilities and examples of good practice will be presented and analysed how municipalities can support the integration of the target group on the levels concerned. With these approaches municipalities get innovative solutions for the improvement of participation of Roma citizens in municipal life and processes. The project will therefore also improve equal opportunities between all citizens on municipal level. Furthermore the project will also support actively the intercultural dialogue on a broad levels through public parts of events with broad public visibility, where living situations and challenges of Roma people can be experienced and mutual understanding and tolerance between European citizens can be practiced. The inclusion of presentations of Roma culture and history will allow awareness raising in all participating municipalities. The participation of six municipalities from six countries (one of it being a pre accession country) allows a broad discussion and presentation of a number of examples of good practice of integration and support of Roma population on the six thematic levels identified. The promotion of European values including tolerance and mutual understanding will be in the center of the project with different thematic and public events planned. The R-6-6 project does also enfold a powerful political dimension, on one hand resulting in the broad political support for the discussions and finding of solutions / good practice examples for the integration and support of Roma people in municipalities and on the other hand resulting in the building of a sustainable network between the partner municipalities for long lasting thematic relationships, new ideas and projects for the benefit of the target group. The transfer of experiences and results from the thematic events will be directly fed into policy making processes on local and regional level in all countries and municipalities involved. 

The municipality of Graz has vast and long lasting experiences in the organisation and implementation of transnational co-operation events and projects. In 2003 Graz implemented the European cultural capital year with a great success and besides this, the municipality of Graz organises hundrets of events per year to support the cultural and society life in the city. Especially within the field of European funded co-operation projects Graz has gained huge experiences during the last years from a number of co-operation projects implemented in the fields of environment, health, education, political debates and economic development. The department concerned with the organisation and implementation of the current project has rich experience with the development and implementation of EU funded projects over the last years and will be ensuring a smooth and target oriented implementation of the project and the reaching of the project objectives identified. On a political dimension Graz as capital city of the region of Styria (AT) has huge public visibility and impact and will use its potentials for ensuring broad public visibility of the project events and activities. Above all Graz has been awareded with the title City of Human Rights and is the only municipality in whole Europe to date, that is carrying this honour. Especially regarding the topic of the thematic network concerned with this project this fact will additionally support the public visibility and quality of the project implementation.

Starting from the City of Graz and the EUROPEAN NEIGHBOURS association the eco-social future- and leading-project "BIO-KNOBLAUCH-ROMANES" is a successful example of good practice for ROMA-families in Europe. This project is one important part and plays a very significant role within all six conferences.

ERNE - European Roma Integration good practice exchange and policy network

The ERNE project is a contribution to the implementation of the National Roma Inclusion Strategies and aims to maximise chances of success for Roma integration. This will be done through an exchange of experiences and of best practices via a network.

The purpose of this network is the analysis of good practices which have been submitted by project partners. These good practices will concentrate on the four most important educational areas: pre-school, school, higher and vocational education. We will especially focus on the issues of accessibility, the reduction of early school leaving, and the progression from one educational level to the next. We will produce policy recommendation papers for each of these areas with the broad involvement of the target group representatives, stakeholders and political decision-makers in a comprehensive consultation process.

In this way we will impact policy-making in the partner countries as well as on a European level. We will do this through powerful dissemination activities and exploitation of results.
